Hi -
In this MPV article one of our video gurus suggests "spend money on the GPU over CPU, if you have to choose on a tight budget"..

As an audio guy myself I can't really advise, but after a quick look I was left with two main takeaways:
- general wisdom seems to concur with the above, especially re the W5700X, which seems highly recommended re HEVC export
- the ultimate answer will depend on many factors, including the specific computer model, CPU, video card/GPU, resolution of the video file[s], most critical activity [in this case HVEC export?], and even the version of FCPX
I've added a link [above] to one of our video courses on Finishing/Exporting from FCPX -- I don't know if there's any discussion of hardware/performance [it's more procedure-oriented], but maybe there'd be something useful in there, or maybe one of our FCPX/video gurus will chime in with a recommendation..
I've also moved this thread from the General forum to the FCPX subforum in the Video forum..
