Is there away I can make edits without moving the playhead? I have my transport settings set to return to 'start position on stop.' but I'm trying to adjust modulation or whatever automation WITHOUT moving the playhead cursor.

You should be able to use the Automation drawing/editing tools to adjust Automation curves while stopped (as in the video below, from the Cubase Mixing and Automation course, linked above)..
